Senators fight over committee chairmanship

Senate President Juan Ponce Enrile is having a hard time distributing committee chairmanship because some senators are fighting over those powerful committees. Senators Ramon Bong Revilla Jr. and Ralph Recto, both wish to head the public services committee, which covers public services and utilities, communications, transportation, and legislative franchises. The energy committee has already been assigned to Senator Teofisto Guingona III of the Liberal Party (LP) but Senator Loren Legarda of the Nationalist People’s Coalition (NPC) said she also wants to be its chairman. The Finance Committee is also being contested by Senator Franklin Drilon and Senator Edgardo Angara.

What do you think is behind those committees which causes the fighting between our honorable senators? Are those committees juicy in financial terms or just being powerful in authority? How do we know? Senator Miriam Santiago on her interview with The Correspondents said that being a senator is very rewarding as far as finance is concern. This may be the answer…

Here’s the excerpts from the Correspondents:

ANG SARAP MAGING SENADOR NG PILIPINAS

Maganda rin naman ang naidudulot ng pagiging prangka ni Senador Miriam Defensor-Santiago. Ayon kay Santiago ,maramiang tumatak-bong Senador dahil sa laki ng budget na ibinibigay sa kanila kada buwan.

Lumalabas na P35,000 suweldo nila kada buwan ay pakitang-tao lang sa milyun-milyong budget ng bawat senador… Kada buwan ay may Fixed Monthly Budget ang bawat Senador ng humigit-kumulang P2 Milyon.

Sa opisina pa lang nila ay humigit-kumulang P500,000 ang budget nila sa Maintenance and Operating Expenses (Rental, Utilities, Supplies at Domestic Travels) at P500,000 para sa Staff at Personal expenses. Kaya para makatipid ang ibang Senador, kaunti lang ang staff na kinukuha nila Nagtataka ka pa kung bakit mayroong mga Ghost Employee?

Bukod diyan, may P760,000 allowance pa sila kada buwan para naman sa Foreign Travel. At ang masakit pa nito, hindi na kailngan i-liquidate ang mga resibo ng mga gastusin ‘yan kundi certification lang ang Requirement.

Heto pa, lahat sila ay Chairman ng mg Komite sa Senado. Ang Committee Chairman ay tumatanggap din ng budget na sinlaki ng tinatanggap ng mga Senador na humigit-kumulangP1 Milyon din! Hindi sila mawawalan ng Komite dahil 24 lang ang ating mga Senador at 37 naman ang Committee sa Senado.

There’s food for everybody ‘ika nga! Lumalabas na doble ang kanilang benepesiyo at kita kapag sila ay nabiyayaan ng Committee Chairmanship.

Sa P200 milyon na Budget para sa Pork Barrel ng mga Senador bawat taon, awtomatikong may 10% na S.O.P. o kita ng Senador na P20 milyon. Ito ang porsiyento na ibinibigay ng mga kontratista sa mga Senador na nagbibigay sa kanila ng mga Infrastructure at Livelihood Project.

Bago matapos ang termino ng isang Senador, kumita na siya ng P100 milyon sa Pork Barrel pa lang. Yung ibang Senador mas gahaman, hindi lang 10% kundi 20 – 30% ang komisyon hinihingi sa mga kontratista.

Pansinin niyo na lang ang pagbabago ng buhay ng ilan sa ating mga Senador simula nang manungkulan sa puwesto. Kung dati ay simple lang ang kanilang pamumuhay ngayon ay nakatira na sila sa mga eksklusibong subdivision, maraming bahay sa Pilipinas at abroad at mahigit lima angsasakyan.

Ngayon nagtataka ka pa ba kung bakit gumagastos ng daan-daang milyong piso ang mga Senador sa kampanya para sa isang posisyon na P35,000 lang ang suweldo kada buwan? Bawing-bawi pala ang gastos kapag naupo na!

One of the reasons why the Philippines will never, ever get off the ground…… ayon….. . kaya talagang mahihirapan umasenso ang bansang Pilipinas – yung mismong gobierno nila ninanakawan ang kanilang kapuwa taong pilipino at hindi pa iyan….. hindi pa sila nagbabayad ng buwis sa bansa – kaya lahat ng kalyehon lubak-lubak at masyadong madumi at mababaho!!!

Hindi na sila nahiya sa kanilang nakikita…. eh kasalanan naman nila yoon – dapat sa kanila pumunta lahat ng mahihirap…

..we should be thankful to miriam defensor santiago for being fair and honest about this – for exposing these people – that is what the country needs – whistleblowers – if there are no whistleblowers the country will never ever prosper and will just sit in the sidelines watching with envy the prosperity of the other southeast asian countries

-look at Vietnam now, much better…… .while the rest of the new breed of filipinas are just maids -
the present level of education has also deteriorated in that country – whether it be ateneo, up, la salle – they could not compete anymore – they do not know how to use their education to better up their poor country, they prefer to steal not to assist in the path of prosperity for their country – they lack human factor and social conscience and no social responsibility.

…the result of a poor level of education.

so wake up, you filipinos paying your taxes there, stop defending your corrupt masters and do something!!! !!

The COMELEC and the Party-List System

The COMELEC in its voting has upheld the ruling of its second division to dismiss the disqualification cases filed against Mikey Arroyo by Bayan Muna party-list Rep. Satur Ocampo and Gabriela party-list Rep. Liza Maza. The Comelec has voted 4-2-1 to allow Juan Miguel “Mikey” Arroyo to represent the party-list group “Ang Galing Pinoy” which composes the sectors of security guards, unorganized groups of taxi, FX taxi, jeepney and bus drivers, vendors, small-scale businessmen and jobless individuals.

With this decision, the COMELEC is now under fire from various organizations as to the legality of its ruling. In its previous decision on party-list “Ang Kasangga” represented by Rep. Teodorico Haresco, the body disqualified the nominee on grounds that he does not belong to the underrepresented sector of microentrepreneurs. Thus, the question is – what is the difference between the two party-lists which makes the COMELEC decided differently?

REPUBLIC ACT NO. 7941, Sec. 2, states that…

The State shall promote proportional representation in the election of representatives to the House of Representatives through a party-list system of registered national, regional and sectoral parties or organizations or coalitions thereof, which will enable Filipino citizens belonging to the marginalized and underrepresented sectors, organizations and parties, and who lack well-defined political constituencies but who could contribute to the formulation and enactment of appropriate legislation that will benefit the nation as a whole, to become members of the House of Representatives. Towards this end, the State shall develop and guarantee a full, free and open party system in order to attain the broadest possible representation of party, sectoral or group interests in the House of Representatives by enhancing their chances to compete for and win seats in the legislature, and shall provide the simplest scheme possible.

The article clearly states the promotion of party-list to allow the representation of Filipino citizens that belong to the marginalized and underrepresented sectors, thus, the objective of the framers of the constitution was to provide those marginalized and underrepresented sectors participation in the formulation of laws for the benefit of the nation. Therefore, Commissioners Nicodemo Ferrer, Lucenito Tagle, Elias Yusoph and Armando Velasco, who approved the assumption of office as the first nominee of the party, finds Mr. Juan Miguel “Mikey” Arroyo logically belong to the marginalized and underrepresented sectors of guards and drivers?

The COMELEC was mandated to enforce and administer all laws and regulations relative to the conduct of an election. They are responsible for the protection and implementation of electoral laws. However, their actions, rulings and decisions are a clear contrast of their mandate; they are the one degrading the system, the very system that should protect the rights and interests of the people. These breed of administrators are already rotten. They should be segregated from the system; otherwise, they will send our country to be doomed forever…

PAGCOR Scandal as exposed by Ted Failon

PAGCOR Chairman Efraim Genuino

Recently, Ted Failon made an expose about the chairman. According to Failon, based on gathered documents, the chairman and his family had benefited from PAGCOR. The documents shows that funds came from PAGCOR then to BIDA Foundation which in turn goes to BIDA party list.

Millions of funds were transferred to support the candidacy of his family. We may recall that last election,  his sons, Erwin Genuino, run for mayor of Makati and Anthony Genuino run for mayor of Los Banos.

Mr Genuino should be investigated. He has taken a lot of money from Pagcor. He was appointed by GMA to the agency as he was the campaign manager of the president during her senatorial race up to the bid for presidency. Before his appointment, he own a simple businesses like trace college in makati with less than 300 population in makati, less than 300 students in los banos laguna, a kodak franchise photoshop, and a pest control company. He was not that wealthy and rich before his appoinment.

An item in Daily Inquirer dated 3/26/2009 also said that Ganuino should resign from PAGCOR as he was using the agency’s fund to further his political ambitions.

A Caloocan City congresswoman wants “Kuya Efren” to resign from the country’s casino monopoly if he wants to run for senator next year.

Rep. Mary Mitzi L. Cajayon was referring to Philippine Amusement and Gaming Corp. Chair Ephraim Genuino who, she claimed, “unabashedly” used his office and the anti-drug drive BIDA (Batang Iwas sa Droga) it has been promoting as a campaign vehicle to boost his stock way ahead of the 2010 elections.

“We are both administration allies, but what I cannot accept is if Genuino used Pagcor money to further his political ambitions. It’s alright to pursue one’s dream, but he should use his own funds. He should resign out of delicadeza (propriety),” said Cajayon in an interview.

Cajayon said she was appalled when she watched a parade along Roxas Boulevard in Manila made up of students wearing T-shirts with Genuino’s face and the words “Kuya Efren” emblazoned on them.

“The students don’t even know who Kuya Efren is. If it was indeed an anti-drug rally, then why was Genuino’s face and name plastered all over the event site?” said Cajayon.

She also said Genuino reportedly offered free rides on the Light Railway Transit system to students on March 21.

“Where is he getting all his money?” asked Cajayon.
